Connors, Rumpf & Gove Post Budget Legislative Update

In recent weeks, most of the attention has primarily focused on the State budget, which has now been signed into law. This is an update regarding action taken on several other legislative initiatives linked to reducing the size and cost of government that we believe our constituents will have an active interest in.

Major Changes in Motor Vehicle Inspections

Under legislation recently signed into law, motorists will only have to have their vehicles inspected for emission levels. Biannual mechanical inspections have been eliminated as studies have showed that motor vehicle crashes are related to driver error rather than mechanical defect. Additionally, there will be an extension of the waiver from vehicle inspections for newer vehicles from four years to five. These changes will achieve a cost savings to taxpayers in the amount of $17 million for this fiscal year. Equally important, this will release residents from a purposeless bureaucratic obligation involving their cars.

Senate Passes 9th District Measure Allowing Cancellation of Diminutive municipal Charges and Fees

Senate Passes 9th District Measure Allowing Cancellation of Diminutive municipal Charges and Fees

Legislation sponsored by Senator Christopher J. Connors that would expand the power of a municipality to cancel a delinquent charge or fee owed to it, provided that the fee was less than $10, was unanimously approved by the full Senate. Assemblyman Brian E. Rumpf and Assemblywoman DiAnne C. Gove will be introducing the Assembly companion bill at the next quorum of their respective House.

“This is a common-sense proposal that would alleviate unnecessary burdens placed on municipalities that are required to procure these minimal debts which, in most cases, are not worth the time and costs involved,” said Senator Connors. “In these difficult budgetary times most municipalities, especially those with small workforces, don’t have the resources to spend an inordinate amount of time trying to track down someone for the five dollars they are delinquent in their sewer bill. Our Delegation is sponsoring this legislation since this issue tends to have a greater impact on smaller municipalities with fewer local employees.”
